Not exactly... Jin woo will be the only human monarch. If i remember correctly, other strong hunters (national level?) will just be borrowing their power from other monarchs
Noo they are borrowing their powers from the Rulers not the monarchs so Jin Woo is the only human monarch (tho hes not actually human anymore is he)
Wait..... The statue said that there were other monarchs. Does this mean they're are other human on the same level as sung Jin woo(probably stronger)?
