That's because all of her lives were her being either poor,trapped,etc. The only time she experienced a luxurious life was her as a princess but she ended up sacrificing her life for the sake of saving other people. That's exactly her punishment. Her weakness is pitying the poor too much that it had affected her duty as an angel. She was sent there to realize her every mistake. Just because she lived 9 lives, doesn't mean she'll get the hang of everything. Because her goal was never to survive nor do anything. Since, after her 9 lives ends, she'll return as an angel anyways.

+She didn't live her 8 last lives THAT long. I mean, Lian is the boy he saved which is the Commander. So, she probably lived those lives around 20+ years in total (as in combined) only based off his age.
She died young in a lot of her lives so I think it’s understandable
I think it was said before that she never makes it past 20 also the commander is a reincarnate from 300 years ago so that has no point (〜￣△￣)〜
