Now, he wants to stay loyal to his wife out of a sense of duty but later they both will fall in love

Yes, this is what I mean. Jun Qing stayed out of duty (regardless if he had anywhere else to go), and Jing Shao wishes to repay that kindness. They choose to work with each other and in the process fell in love (like 20 chapters or more into the novel if I recall correctly) which for me is much more lovely and believable, rather than having one party already in love with the other.
