I expected at least an apology from the brother... I mean they were doing ecchi stuff with the door unlocked with a child nearby, of course they would eventually be found out. In the end he blamed the child and made his life hell and the other servant just put pressure on him and made him feel guilty for everything that happened. (〜 ̄△ ̄)〜

Yeah, that may or may not happen. The family messed up both brothers and the servant as well. The pressure they provided gave form to a toxic family. But that apology is there sorta. As the brother allowed him to leave and didn't wander off too far when he did leave. It is a toxic family, but that last scene between the brothers was hopeful that they will work on improving themselves and their relationship.

"Allowed him to leave"? What was he going to do if Tomoe wanted to go? Lock him up? Tomoe had lawyers that would have come looking for him if that had happened and I'm pretty sure kidnapping/hostage taking is illegal even in Japan.

Implied apologies are the cowards way out. If you actually regret something, swallow your pride and use your words to apologize. If you can't do that, you don't truly regret your actions. I don't believe his brother truly regrets making his baby brother's life miserable for something he did when he was about 5 so until he can properly apologize, I hope he stays miserable and alone.

oh my. I am sorry you don't seem to understand. It is rather hard to understand. Because of the environment, Tomoe might be a lawyer, but is so use to be subjected by his family that if he was ordered by them to stay he would feel he have no choice but to stay. The over whelming pressure by a toxic family is horrible and hard to understand.
Tomoe as an very very important position in the toxic family status. He is the prime victim. The one they will bully, harrass and make into a shrinking hallow husk. He is the example of what will happen if you don't behave according to what the top abusers which are the father and step mother in this case, but it could go beyond that. The brother is next in line for the head of the family and thus next in line to be the top abuser. And he just freed the prime victim. There are two ways it can come to from this, either the toxic family will break apart or they will find a new prime victim most likely being the one who freed the previous one. It isn't legal, but it is how a family can exist. and It isn't healthy.
If the brother is able to take over the family he might truly turn the family into a healthier family.
As for the apologizing. it is too soon for him as he still is in that toxic family. In the toxic family to free the victim is apologizing. He is letting tomoe go to a place where the family can't hurt him.
If you don't understand. Think about it this way, It is a complex and complicated psychology and sociology example.
