hmm i think the maids are bulters were watching them but since the children are nobility, they don't want to get too involved.

After what happened the first time, no one thought "Maybe we should have someone watch them?"
I mean, we are talking about a really avoidable situation. And they all have a huge staff of maids and butlers. They couldn't have sent one maid to keep watch?
