Well, knowing the olden days, the women aren't exactly completely of their own free will. The fathers sent them in hopes of extra political influence, they were raised thinking this is their value. If the sultan decapitates them on his return- the ministers will stop supporting him and that can make his reighn really short. If he sends the women back... First, the ministers will probably get insulted and see the mentioned above and secondly, they won't take back their daughters, because they already were in a harem and are unsuitable for marriage anymore. Therefore have no value. So the women either stay in the harem and have a chance at a good life or are as good as dead.

I say decapitate because they’re insulting his lover. So like they got some audacity. Plus I don’t think he cares if the ministers like him since he only became sultan for saye. He’d probably kill the ministers and then replace them if he has to.
