SPOILER. Do not read until having read chapter 76.

I don't know what Kaiser means when he says that, but I have my own interpretation. Kaiser and Blood were, originally, the same. But the difference between the two lies in the fact that one (Blood) got to meet Ishuca and learned good from bad, and that there's light where there's shadow, and that everyone has a part of light and darkness inside of them. Ishuca let Blood choose his own path, while Kaiser only followed the darkness he knows. So when Kaiser says: "Blood and I are the same", he maybe means that Blood could and still can be a murderer since their nature is the same. However, following Ishuca's logic, he already knows that. Blood is good because he has chosen to be, and that's what matters.
