they don't have stairs like at all, and if building has elevator its probably secured by "angry" mask so ppl wouldn't have assess to the ground. That's how I understood it.

When did no one just go to the ground floor? Like did the buildings not have stairs that go down? Could they just not get materials to repel down? It feels like a big plot hole.
