I believe he is right. She is obviously afraid and adverse to the idea of love/marriage considering her father so why would she looking for a different answer??? He clearly has never been in love so he can't say he loves her. They are both attracted to each other and are having a baby together, it's not love but a start. Love doesnt always happen instantaneously sometimes it has to be built.
