No they didn't. It's weird to ask for payment. It's an unofficial translation.
The other site mentioned above has more chaps, someone else translated them.
From my understanding Chaleuria owns the official english translation license for the novel. Click novel just reposted what the Chaleuria team translated (kind of like reading manga from Man*a*o but instead of manga it's novels).
