she needs a way to move around without being notice so she can achieve her plans. As Veronica, no one will monitor her move since Veronica is a nobody. When she is Elena, she will be famous in the school as the daughter of the duke, so people will take notice of her. not to mention there is probable people reporting back what she is doing.
It was becuase verconica contracted a contagious disease so she needed time to recuperate but since its an important time for her (she is of age) she needs a stand in to show that everything is alright and to stop the rumors abt her sickness as well. Elena was a tool to fulfill that.
veronica was actually poisoned but yeah, she was really ill
it was because veronica has been ill for a quite long time and the duke need a stand in just so she won't lost a position in the high society, since i guess they want to make veronica empress
