I think it has to do with being childish. But I think also her background as a slave. She doesn’t have proper teaching of how to talk? So it’s more childlike? I think.
I don't think the issue is "not recieving proper teaching". Well, sure she didn't, but since she was a slave, she must have thought "if I speak this way I'll look cuter, they even may want to take me in". Do not underestimate this high-quality trash, our Empress Navier lost her seat for a reason.
