Although the first might unintentionally happen I don't think that's eren's intentions/goal.
Eren is just a walking contradiction, selfish but also selfless, empathetic and understanding but inhumane, free but also he most enslaved.

My first theory was what if eren was willing to be the villain to force enemies to join forces to stop him so each parties can have one goal to kill eren, and he was willing to do that, so in the near future there wouldnt be bad blood between countries.
My second theory was what exactly eren's motives revealed... kinda, i based it off when eren wished to be free he said when he was a kid and that he didnt want to die inside the walls without knowing nothing, so i thought WHAT IF he wanted a free world, where PEACE is the only thing to exist , but he was SELFISH he intended to destroy mankind outside of the walls and keep moving forward with the genocide without second thoughts, and he was FREE from doing so
