I believe he still has multiple bottles left, but what he's worried about is that he doesn't know about the dude, and it might be his downfall, but he's conflicted since he's Jin-ha's dad, and also an innocent life.
I understand why he need choose because the potion is limited and also if he don't be careful with his choice it will effect him and also tge potion of life like...
