he isnt in love with Hwi, its just the starting of having feelings for him. they arnt even dating yet, Hwi literally just asked Param on their first date.
Param has had a long term crush on Han and now that his feelings are being reciprocated it is overwhelming.
while Mr Han has been manipulative he seems to be genuine now with Param for what its worth and I don't think he would go this far for Param if he wasn't serious.
lets also no forget that Hwi did not start his relationship with Param with pure intentions.

param might still have a crush for han but he was basically rejecting him, it was han who pushed him to his limit, manipulated and cornered him, I don’t care if han feelings are genuine or so he is extremely toxic from any point of view and his behavior towards param was gross af.
Param and Hwi couldn’t stand each other and the beginning but Hwi never forced Param the way Han did these past two chapters, so the comparison doesn’t really stand at all

param was at fault the moment he gave up and followed him to his apartment but han manipulation and pushy behavior that was almost harassment it’s impossible to unsee
