Shes literally just housing him and doesnt think of him as a son and he doesnt think of her as his mother.
Its not incest, its not grooming and its not "foster-cest".
It's obvious that Tita will grow up and have deeper feelings towards clete. And I'm sure she'll develop feelings too, you can see at the end of the chapters the picture when he is a grown-up with her by his side. (=・ω・=)
now i just hope this wont be foster-cest and the romance tag is for tita and his future wife that is not clete (⊙…⊙ )
