I ain't really get your question like that, but I'd say He does love him, but not COMPLETELY since hes still not over yuki. And Shizu doesnt want to proceed with the relationship all the way if he cant get over yuki.

Yes, he used to love yuki and is unable to get over him completely. Like I've said, he DOES love shizu, but cant love Shizu COMPLETELY cuz hes NOT over Yuki yet. Shizu told Hiiragi that loving someone COMPLETELY includes intimacy, which is why he went in for a kiss but Hiiragi hesitated. This is when Shizu at the end basically told Hiiragi "Either we're friends or you make up your mind to get over yuki but whatever you chose, I'll comply." And Hiiragi went home and realized that he's been using Shizu to throw all his emotional baggage of yuki on to him.
