Well I mean they said that Rizel went to court so they obviously tried him for his crime. He also had no real intention of killing her. He was just using her to bait his older brother. She also never said that she would forgive him. She simply let the courts handle it like most people
Considering that Rizel is still a child, she probably wanted to show him the right way so that he can see the error in his way.
