Age of consent? Please help?

Wait, what? Okay, really, what IS the age of consent in Japan? I checked Wiki and it says 18. So why does sensei say he is a minor here: http://www.mangago.zone/read-manga/kininaru_ano_ko/mf/v01/c004/4/

In Japan, a person under 20 y/o is considered as minor..

It could be that you're allowed to vote at eighteen, but I know that the legal drinking age, at least, is twenty.
