He is but it isn't shown at all. And he is still very much in love with Pauliana, and while he is kind to the three concubines, you can tell he isn't in love with them and is simply doing it since he has to as an emperor and it is basically politics. But he gets sad every time Pauliana isn't jealous of his time with the concubines and she actually develops good relationships with all the girls too. I think they like her more than they like the emperor haha. They are also just with him for the sake of their own countries and have a lot of pressure to become the empress.
