Kids that age needed to explore because of their curiosity and her outright blocking what he wants will only result for the kid to get rebellious. It's okay if somehow she talked to him about it and not give him a half-ass explanation without hearing his side. Even adults have hard time understanding if they can't do or have what they want, so she doesn't really expect that an early teen would right?
