Not because one doesn't tell their feelings through words doesn't exactly mean their feelings aren't sincere. In the end, those are just words and actually being able to feel the love without words is what matters the most. The seme is smart and isn't dense enough to not know if uke had fallen for him or not.

Dude in reality we need words too action is not enough say I love you to your loves ones once in awhile is not hard at all.

I'm not saying that we don't need words, Im just saying that seme isnt dense enough to see uke's feelings through his actions. Plus, they haven't been together for that long so what's the rush. They're only starting. In reality, you don't tell someone that you love them as soon as you hooked up-- being able to say those words with confidence takes time or else it would just seem shallow. Although The manga is short so we wouldn't be able to see their relationship progress. My boyfriend doesn't frequent those words but we're still going strong and been together for 4 years now. At first we don't really tell those words to each other because we were only starting despite being friends for too long until our relationship progressed through time. I didn't pestered him to say those words to me even though I'd want to hear it but I didn't mind because i can how much he cares for me.

Chap 6 somewhere in the sex scenes theres a small monologue bubble coming from hiroki saying 'i love him' and that is actually enough for us readers to rest assured that they truly loves each other+seiji's too sharp to be called a dense person literally, this shouldn't be an issue. Sure expressing love for one another in words is good but that became cliche if you ask me in terms of literary story buildup. And this manga has proven than actions speak louder than words thats on period
