This is probably why he never used it before. Perhaps learning it wasn't that risky.
Hn, I suppose - but when Ichigo discovered his Bankai - it came at full strength, if I remember correctly, so it should follow that this is what usually occurs. (but we only have one example really - and Ichigo is a bit of a special case ...)
