Sadly no, I went back and read chapter 35, Hwi actually wrote it out "Date me" and Param went with it,

That said he had a moment of weakness and was seduced by Han/ wanted him

param only acknowledged the part of him writing a word in his direction and thought that it was cute i don’t think that he noticed hwi was asking him on a date or he would have been more flustered and would have thought about it more

Furthermore Asking someone out on a date is not the same as confessing your romantic intentions. Which Hwi did do.
