I think it’s bcs he’s flustered by an extremely pretty person. It’s like when you get awestruck and flustered when you see such an attractive celebrity or person that you just short-circuit. And then imagine that celebrity/person saying sorry to you so sincerely, who wouldn’t blush with that? It also helps that back when hyesung thought he was an alpha, his type was rich, pretty as hell omega which basically is the description of chowon so no wonder he’d be flustered.
