Looking for a manga!

So here are some of the details I remember: There is a boy who dies in a raid against this utopia city and when he wakes up he has cybernetic implants in his eye (which now looks like a target) and arm (I think?). He has long white hair (originally had short black hair) and the female scientist who saves him tells him he is now property of the city and has to be an officer. There are two more cyborgs, a girl and a boy, who help him during his first job as an officer which is to fight against an intruder in the city. The girl is a fighter and the boy is like tech support basically?

Random details I remember about this:

1. The boy has a sister who becomes a soldier in the rebellion after he is never found.

2. After the intruder arc, there is an arc about the cyborg girl and how she was or is inducted into an illegal fighting ring.

3. The utopia city runs on a battery using this one girl looking android thing that the main boy protag finds before he's killed and resurrected.
