Perdel betrayed Caitel and Ria. He had his son updating him constantly where they were whilst they were traveling. He gave this information to the 6th prince so that he could kidnap Ria. Also the one who helped the 6th prince escape the first time and stay hidden was Perdel. He helped the 6th prince because Caitel has no loyalty to the country. He only cares about his revenge. Perdel knew this and so wanted to keep his revenge ongoing so that he would continue to rule the country. The only one he truly cares for is Silvia. In my opinion at best he has some attachment to his children, asisi, Ria and Caitel. You can kind of figure this out because when Caitel 1st threatens his Family he doesn't seem to affected. But when he mentions Silvia by name that's when he gives in. Caitel can't execute him because his family and name hold too much power especially because he's been Chancellor for so long. If he were to kill him without undeniable proof. It would cause and uproar amongst the nobility.
