When Geum Sun said San was mistakenly taken to the Underworld it didn’t make sense because - his name was not on the death records (if he died it would be because of Hwan, and Hwan was messing with the records by killing people who were not supposed to die), plus Geum Sun said it himself that the boundary between the Mortal world and the Underworld should not let a human body pass. But if San was *purposefully* sent to the Underworld, by no one but Geum Sun himself, then it’s totally understandable!
