Just bc she's married to the guy doesn't mean she actually likes him. Political marriages happen. She also seems to have a really good relationship with the emperor so there's trust between them. Being that she is an emotionally mature adult she can also sympathize for a girl that was forgotten at birth. It's possible she wasn't even married to the emperor when Estrella was born but since everyone forgot abt her existance, they just arranged another marriage.
