And what punishment do you think he'll get? NOTHING. He has power in the era the story is set. Seungho is also not written as the villian but rather another character to develop and is actually another victim. He also gets hated by other characters for his behavior and he'll have to make amends to Nakyum. Obviously he does feel guilt and he immediately thought he fucked up. Funny how you sound like there's a justice system that will put Seungho to jail.
And just because someone explains the why's doesn't mean they're excusing the behavior or deeming an action as okay.

Not really, what made him believe Min was when Nakyum went hysterical, which Nakyum was able to hold up until that moment. Also, yeah Min is indeed untrustworthy but he knew him longer than Nakyum

He was able to put things together. Even if he believed Min, it doesn't mean he trusts the guy per se. I believe Seungho knew that Min said it for his own entertainment and gain, not because he cared or that they were friends. Jihwa has done things before. Didn't he trick Seungho by sending a letter posing as someone else? Was it Seungho's brother? Can't exactly remember. But anyway that angered Seungho. Then, Min spilled the beans and then Nakyum went hysterics, so it's not far off that Jihwa must be capable of doing what he did.
Sure Min could've lied but so far, none really tried to anger Seungho but Jihwa, since he stopped their orgies, so there was no other candidate but Jihwa.

Kim and the doctor warned him that Nakyum didn't escape. Nakyum said several times he didn't escape, but yes, let's believe a literal snake. Also, I love how he immediately went to Jihwa's house but he didn't take time to reflect how did Min know.
Im going to end this whole comment section and say he thinks that Nakyum doesn't want to stay with him, he's been just waiting (almost hoping) that Nakyum tries to run away so he can punish him.
He has so many mental problems that they cloud his judgment and decisions. I'm glad he didn't kill the long haired guy because I actually kinda liked him. Everyone is messed up but that doesn't mean they deserve to die.
