Both are at fault. But his intension were not to neglect. He was forced to go to war. He was 19, he became the head at young. His father also died. He tried to be there for her. Well i wouldn't say he was a better parent, as the only difference between them was that he didnt resent his child. But he didn't hate her, his duties were too much. both are at fault but at the same time, i cant say both should be blamed because of their situations. (￣∇￣")
