I was picking up flirting intentions as well. Then when he said the one he was worrying about and jealous over was a guy the new guy had 'interested' written by him.

So, yeah, I think he plans on messing with their relationship. But to be fair, as far as both of the idiots are concerned it's an unrequited crush. So they are fair game.
