I think so, that's what was hinted pretty heavily. What I don't understand is why her brother is even bringing all this up and what he wants to achieve by that.

2. I'm pretty sure in the beginning it was said that that mf and the ML were fighting against the Pope and shit,, so him saying that shit is to make the ML angry against the Pope and his ppl and to make the brother seem as the good guy, who raised her etc

Thing is, what happened to her with monks might be true and the brother was obviously hinting at it heavily. He might be completely lying or he could be just sharing what the pope did to look like the good guy without mentioning any of the traumas he inflicted on Rubi.
