Just to explain Goh Gun-Hui's power, he's one of the humans whom the Rulers chose as their host. He just never got to use the power of the said Ruler in full extent because of his health conditions and due to the fact that the Rulers didn't want to completely take over the humans that they attach themselves to. Unlike with how the Sovereigns (minus the Shadow Sovereign) take over even the thought process of the beings they chose, turning the being into an empty shell for the Sovereigns to use as a vessel.
