She has no backers ,like family wise, since she was born to a maid, and all of her supporters are legit just people who are loyal to the yang clan. So she literally has no choice but allow them to walk all over her because she has no one on her side, except for the maid and baek hun. Literally all her other guards are completely loyal to dowun rather than her. So she's not even safe if dowun ever decides to go against her. This also goes the same way in regards to the council. They only allowed her to succeed the throne because the yang clan was supporting her. She literally has no power except for direct decisions that need her approval. Her as a queen is the same as her when she was little and abandoned in that palace. Except now she has some knowledge, experience, a crown and a throne. That's it. No absolute power
