Idk I could see it going either way... Beastiality is mostly a crime for similar reasons pedophilia is, animals can't properly consent. In their society shapeshifters of the same type can understand each other meaning they could maybe consent, but the person in animal form communicates more simply (I think they called it childlike? Idk can't remember exactly). So idk if it would be explicitly illegal, but it's likely it would be frowned upon for people to have sex while one is in human form and the other is in animal form. Especially if they aren't the same animal, since they wouldn't be able to properly communicate. It probably wouldn't be weird to find animal forms attractive tho, considering they are the animals themselves. It would probably still be beastiality to have sex with normal animals tho, I can't see any reason why that would change based on the information given in the story.
