Yes people are more than welcome to hate characters. They are there for that lol. What we want people to know is that it's not okay to sent hate comments destined to the author. Actually, the author is a genius if they make people react towards their story/characters.
I haven't seen any comments like that? although I mostly just skim through one or two comments and then keep it moving but obviously yes people shouldn't send mean-spirited comments to the author, especially since they're reading the story on a free website.
