Omygod, he didn't really see him as a replacement guys. It looks like it but I don't think Kurose would describe it that way. He just thought since he happened to meet another Person like Nishigaki that he wanted to help them to make up for not helping Nishigaki, which he mentions his sins. But then of course, along the way, he fell in love with Shirotani. But in the end, he realises they weren't even that similar except for having the phobia. He got a little to emotional though and thought Shirotani could leave him like Nishigaki which is probably one of the ways he clings on to Kurose. But he already said even with the phobia, he would have fallen in love.
