The feet andhands are people judging by how they have face outlines and hair colors. I BET the sister became a foot and thats why her info is classified. They probably made her into one of those superhuman beings because of how much good shes done. But thats just my theory currently (づ￣ ³￣)づ
My theory was the total opposite, that all those wounds and scars were from fighting to feed her and his brother who she was kind to and she did avtually commit crime. Thats my impression/theory
