It's too cruel to go to him and exchange letters and all, while knowing how he feels about her and not reciprocating his feelings.

Well, while true, she did say that a political marriage with him wouldn't be bad and if they did get married she could have good feelings toward him and hope to fall in love with him again. In a way she's trying her hardest to get over her trauma and not avoid him because of things that weren't his fault
Actually there are times when Jayna is considereding giving him a chance and felt guilty for ignoring Cassiel. However, due to their political circumstances, (he's related to the Empress) she choose to end their engagement. Even tho, Cassiel has no fault his mom becomes wary on Jayna.
Yes I know. I didn't say she should "be with" Cassiel, I perfectly understand that not only did her feelings for him completely change, but the political standing of their families don't align anymore. Which is why I said (at the time of the original post) that she should stop all contact with him. Not continue exchanging letters and make things ambiguous when she was clearly not intending to continue with the engagement.
