is this your first time reading a manga? Well, to answer your question,, it's because the printing is cheaper that way
its because, usually, mostly mangas have physical copies (i think i spelt wrong but idkk) so its much more cheaper to print a bunch of b&w pages than colored ones
in the other hand, manhwas are not comercialized that much in physical copies when compared to mangas so thats why

Oh you are right! I've been reading the other fan translation the latest is up to chapter 52. But I must tell you, the fan translation is quite good though.
