And yes each king has their true regas, the counsil of heart has a duty/curse and the duke curse is getting attached to the king true regas thus the reason he keep searching for someone with blond hair and green eye even tho they themselves dont know how the true regas will look like. Regarding specific group i dont think so i guess its just random and the universe will decide to make them meet each other or something
