I beg to disagree. Riku at least is harmless and only watches from the sidelines. He is more of a neutral character. I agree that not acting in this situation can be considered a crime, but at least Riku isn't inherently evil and not the root of all problems. (⌒▽⌒)
You are right, if we are talking about actions. Fukusuke has done more wrong than Riku. But Riku is worse, when it comes to personality. He finds it entertaining, whereas Fukusuke did it because he thought he had no other way.
You would think that such an experience would remind him of buying more underwear.
