I think the problem is with them both. Leo is stupid and not realizing things, or not remembering their promise, but it is the same with JJ.
They need to communicate; JJ needs to communicate with Leo and made him understand what was wrong. Leo needs to be stop acting like a kid and take the initiative to talk to JJ, ask him what happened with the relationship. He needs to realize his feelings for JJ before it is really true late.
Leo is dependent with JJ, JJ bottled up his emotions. They need to fight, an actual couple fight.
I'm re-reading this to recovering from the sadness I felt because of the novel I have read.
