A normal person would not catch feels towards someone they met as a minor (16) and has taken care off until adulthood. If anything they should feel more like a family than a love interest. Thats why its weird if he ever does catch feelings for the mc cuz he has been acting like a guardian up to that point. The dynamic of a guardian and a love interest is completely different and honestly should never mix. Its very much pedo mindset to say so otherwise because imagine if your in foster care and when you turned into an adult your forster guardian suddenly takes a romantic feelings towards you wouldn't that feel disgusting.

IMAGINE you’re a mom and you have a male friend you introduce to your child. The friend helps takes care of the child and watched that child grow up like he’s their uncle, and after they hit 18, he says to you “I’m in love with your daughter/son. You wouldn’t think that’s weird or predatory even if he explains he only saw your kid differently once they were 18??

Honestly it shouldn't matter when a person caught feelings, what truly matters is their previous dynamic before they even turned into an adult. If their dynamic is guardian and child then no they should never be turned into love interest because those doesn't mix and shouldn't mix. Adults can still be a victim of grooming from their childhood believe it or not. Honestly adults should be more busy guiding younger people into the right path rather than finding ways to make them their lover.
