Yes it's that bonding but based on what i know bonding doesn't have to start with biting of necks it can also start when both individuals begin to share and admit they have mutual feelings

Depends. Some OBA stories count bonding as biting the neck, some say the omega also has to be in heat, and some say it’s biting when they both have feelings for each other. This form without biting is uncommon but also exists. Basically the omegas body just starts to reject other alphas while the alpha becomes more possessive of their omega (usually). And they become anxious without each other like in this comic.
