I want to make my assertions on what the heck if going on this town but there is simply not enough information besides the vibes being off. Guwon probably has his guard up all the time and is also keeping eyes on the towns people. However, if his time is spent on focusing on someone or something that might give them a bigger advantage. Not only that but since the Teach has walked into the picture, they might find ways to manipulate the Teach in order to manipulate Guwon and I feel asking the Teach to ask permission to use the medicine could be a test on how effective his words are on Guwon. But that is my best guess on the situation.
Either way, this story has gotten more interesting.
