I think it makes sense. Because Set had no one he could rely on, he couldn’t even rely on himself. Horus was the only one that would support him regardless without asking for much and just be there. Him remembering who Horus was is a bonus that improved their relationship, all along Set didn’t know he was the boy from the past.
I think Set desperately wanted affection where he is understood and cared for, he saw that in Horus especially after the reveal of who he was. I do agree it’s a little early but it’s really not that bad, the pacing is okay, it is a slow burn.
Horus has been good to set but he didn’t really respect Set’s boundaries but nor did Set, they have their flaws, I look past it. Plus he knows Horus loves him deeply now, in this chapter he noticed Horus put his hand on his face/chin and almost pulling in for a kiss. Then Set pulled him closer and accepted to give a kiss.
I doubt they will be together romantically right after this latest kissing chapter but I’m sure their relationship will develop further, I heard they will go further than a kiss in future chapters like around chapter 71-72 of S2.
100% agree I did not feel the shift in Seth's feelings that could explain that kiss. I would have loved to see some ambiguity/realization/denial before the kiss
