That means an 18-20 year old young adult male proposed engaging in sexual behaviour to a child ...that's fucking wrong on so many levels, and from her reaction on page 6, she didn't exactly look like someone who was jumping at the thought of a sexual relationship with her adult cousin (that surprised "ビク" along with the facial expression she made when he began to caress her thigh looked more like one of fear or even terror), meaning he probably coerced her into doing those kinds of things with him.
In conclusion, this was disgusting and this sort of relationship needs to stop being romanticised(ʘᴗʘ✿).
