1) Mujin is Sura, and the reason why people were so adamant to “sacrifice” him or what is so that he could become the new Sura that they’re longing for, OR
2) Cho-ah is actually Sura, and he just doesn’t know it. Something to do with his father and the fishy business with the emperor. Author intentionally writes it so that we’re led to believe that Mujin is Sura but all this time, “Sura’s Lover” actually refer to Mujin, and Sura is actually Cho-ah.
